A: Thanks for reaching out Robert! Possibly, but I wouldn't trust it to quickly neutralize anything larger than a shih tzu. I'm guessing that's not the kind of dog you're worried about. For context, here's a news story about a German Shepherd who survived being shot four times while defending his master: https://www.kiro7.com/news/local/owners-need-immediate-treatment-hero-dog-who-was-shot-4-times-while-saving-teen/TUR3NGAAGBFOHIZLO4MD3ZGEP4/. That was a friendly family dog. If you encounter a vicious street cur or a rabid dog that is determined to kill you, then #4 shot is almost certain to prove inadequate. If anything, it'll just make the dog even angrier. I'd recommend law enfocement grade 9mm 124gr JHP ammo like this: https://www.luckygunner.com/9mm-124-grain-jhp-hst-federal-premium-le-50-round. Going up to 147gr wouldn't be a bad idea.
