Page 22 of the Ruger PC Carbine manual states: "The RUGER® PC CARBINE™, chambered in 9mm Luger, is designed to properly function with only factory loaded 9mm Luger (Parabellum) standard, high velocity, or +P ammunition, manufactured to U.S. industry standards." A: Yes sir, the Ruger EC9s is designed to safely fire 9mm +P ammunition as well. This ammo won't damage your firearm, but it will wear out its moving parts at an accelerated pace. As such I'd only advise minimal training with it, and reserving the rest for personal protection.
