A: Thanks for reaching out Jimmie! That's paint, and it does not impact performance in any way. Green simply indicates that this is an M855 cartridge, which has a 62 grain FMJ projectile with a partial steel core. Painting the tips of 5.56x45 bullets helps soldiers tell their ammo apart. There are many different kinds of 5.56, and without paint they'd be indistinguishable from one another. A tracer round has orange paint, for example, and blue means incendiary.
