A: Thanks for reaching out Lacey! They not the same thing. An open tip bullet is solely built for accuracy. It begins as an empty copper jacket, which is filled with molten lead in order to ensure its core is perfectly uniform in weight distribution. This gives the open tip superior rotational stability to promote more accurate flight. A hollow point rifle bullet may or not be very similar to an open tip. A hollow point boat tail (HPBT) is nearly always designed solely for accuracy as well (there are exceptions, like the Berger Hybrid). A jacketed hollow point (JHP), on the other hand, is designed to deliver terminal expansion as it penetrates soft tissue. In short, open tip and most HPBT bullets are strictly for target shooting; JHP bullets are designed for hunting and self-defense applications where terminal expansion matters.
