A: Hi Maurice! It's fairly simple. A flat base bullet offers better accuracy because it gives the propellant gasses a more uniform surface to exert their energy against. But because a boat tail enables the bullet to generate less drag in flight, it also enables it to maintain a flatter trajectory, resist wind deflection, and conserve more energy (and therefore hit harder) downrange. Just how much of a difference in performance you would notice depends on your experience, as well as the distances you're firing over. If you're somewhat new to shooting and keeping it within 200 yards, then it's quite possible that you wouldn't notice any difference at all.

A: Thanks for reaching out Michael! To be sure, this ammo's cases are new and not previously fired. Before a new production 223 Rem (or 5.56x45) brass case leaves the factory, it is annealed. That is another way of saying the neck and shoulder of the case are heat-treated, which makes the case more supple and more durable. As you can see, the annealing process discolors the brass case's neck and shoulder. You can think of it as visual evidence that the case was made correctly. Military-grade brass cases usually aren't polished up. The only benefit of polishing an annealed case is enhanced cosmetics, and military-grade ammo (such as this) doesn't have to be pretty. It only has to work. Commercial ammo is usually loaded with polished cases, because that makes it look nice and pretty.
