When Winchester makes a shell like this, their goal is to make it perform just like a regular lead load. A #8 steel shot pellet weighs less than a #8 lead shot pellet. When they’re traveling at the same velocity, the #8 steel pellet won’t hit the target with as much energy. That’s why Winchester loaded this shell to a higher muzzle velocity – about 200 fps more than the average target load.
